陆凡，一位省城建筑公司的包工头，回乡祭拜母亲时被村民们恳求修路。尽管面临违规修路的法律风险，陆凡仍答应自掏腰包为家乡陆家村修路。然而，村民们不仅不珍惜，还因偷懒、耍赖导致修路进度缓慢，甚至举报陆凡以图私利。。The film is based loosely around events in December 1995 that culminated in the murders of three drug dealers in Rettendon, Essex, UK.
